FFY2010 RFP Technical Assistance FAQs - Part 6

Q.  Can we send the documents that need to be emailed separately or all in one email? 
A.      Please send them in one email.  Do not send them as pdfs. Be sure to identify the email as directed in the RFP. 
 
 
Q.  For the Healthy Marriage and Co-Parenting Support Services all core services are required as well as a minimum of two ancillary services.  For one of the ancillary services is it permissible to conduct Relationships Skill Classes?
A.  Yes.
 
 
Q.  Regarding the 4 core services for the family support service model, do all participants need to receive all 4 core services or can this be on a case-by-case basis?  We offer several ancillary services which may be more appropriate for some participants than center-based parenting education or information/referral, for example, in serving their unique needs.
A.  Service plan must include all core services.  However, it is not expected that all families would receive the same level of services.  It is expected that services provided would be predicated on needs identified and prioritized in the assessment.  Ancillary services may or may not be utilized by all families and should address the unique needs of the target population.
 
 
Q.  I am with another DHS division. If we contract with a local agency to provide services, can the cash match come from the local agency, or does it have to come from the stat, as we are a state agency as the award recipient?
A.  The cash match can be contributed by the local provider (your sub-contractor) as long as it is demonstrated that they are contributing a cash match (versus taking a reduced fee of 25%). 
 
 
Q.  We are a new non-profit agency founded and registered with the Secretary of State in Feb 2009.  We anticipate notification of our 501(C)3 status within the next 60 days.  Can we submit our proposal prior to receiving confirmation of non-profit status?
A.  Yes, you may submit a proposal but you will have to include proof of your application in lieu of a copy of your 501(c)3 certification.  If your proposal is successful, contract could not be prepared until proof of your 501(c)3 status was submitted.
 
 
Q.  Our agency was funded this past contract year.   Are we are limited to the same geographic areas and/or same amount of funding?
A.  There is no restriction on what you can submit in your proposal as long as it meets the stipulated requirements and is responsive to the RFP.  By the same token, you will not be adversely impacted if you submit a completely new proposal.
 
Q.  Should the format for the narrative follow the exact outline that is detailed in the RFP?  I know we are to include all the information that is required, but do you want the headings for each section with the narrative following that section?
A.  You do not have to include the individual sub-headings in the narrative but you must follow the outline described in the RFP and identify each section. 
 
 
Q.  I will be submitting an application for the PSSF grant that is due on August 31st. Our organization is in the process of having a 2 year financial review done which is supposed to be completed by August 31st.  Would it be possible for me to send the review to you as soon as our accountant has it ready? (It may get to you a few days later than our application).
A.  At the very least you should submit your last financial review and include a cover letter explaining that a more current one will be completed by August 31 and made available.
 
 
Q.  Can we copy the list of collaborative groups we work with and attach with the description of services and supports they provide?
A.  You may do this if you prefer not to weave it into your narrative or if the list is extensive and that would be a more efficient way to provide a response.  However, do not attach it as an appendix or extra document and do not exceed the page limits for that section.
 
 
Q.  Do we include our recent PSSF awards as well as any other local etc. grants in Part Three?
Are the years we report on 2007-2009 or 2008 & 2009? 
A.                 Provide details on grants and awards from July 1, 2007 through July 31, 2009.  You should include PSSF awards received during that period.
 
Q.  The RFP requires an audit or financial statement. Our most recent audit was completed in 2007.  Should we include this or our most recent 12 months financial statements for our fiscal year ending in 2008 or for the period from 7/01/08 to7/01/09?
A.  If your agency is required to do an audit, based on federal of state contracts they receive, include your 2007 audit and most recent financial statements.  These should have been certified by your accountant as an accurate representation of your financial status.
 
Q.  Can we serve more than one target population?
A.  Yes, provided service proposed address their unique needs, meet PSSF objectives for that target population and you have the capacity to do so.
